The most important thing to do is not panic.
Graduated Driver Licencing Northern Ireland (from October 1st 2026).
Planning to learn to drive in Northern Ireland in the coming months?
As you may have heard there are some changes coming (from the 1st of October) with the new Graduated Driver Licencing program (GDL) being introduced, changing how new drivers learn, practice for and pass their driving test.
This guide explains who it will apply to, key dates to know and how it affects your driving lessons.
So what is the Graduated Driver Licencing Program and what is it about?
The GDL is a new, structured learning system designed to help new drivers gain more experience before driving independently trying to avoid the idea of rushing into a test totally under-prepared. The idea is to make sure you will:

Build more complete skills over a more managed period of time.

Gain even more real world driving experience.
-
Follow an approved and more structured Driver Training Program.
The overall aim will be to make safe and more confident drivers for Northern Irelands roads.
Here are the key facts you will need to know:
The GDL Program begins on the 1st of October 2026.
This only applies to NEW Drivers who receive their Provisional Drivers Licence on or after this date.

If you already have your Provisional Licence before the 1st of October 2026, the new GDL rules will not apply to you.

If your licence is issued from the 1st of October 2026 onwards, you will enter the GDL System.
Driver Testing in relation to the new Training rules will begin ion the 1st of April 2027.
Because of the mandatory 6 month learning period between the issuing of your Provisional Licence and the date on which you can book your Driving Test, the date that will be available for driving test booking will be the 1st of April 2027.

If you take your test before the 1st of April 2027 you will be tested under the existing testing rules and standards.

If you are still learning from the current, pre-GDL rule set and are taking a test after the 1st of April 2027 you will be tested to the new GDL rules and you will need to factor this into your learning program. This is something you will want to discuss with your Driving Instructor closer to the time.

There will be an approximate 20 minute section of the Driving Test that will focus more on Independent Driving using a Sat Nav provided by the DVA and setup by your Examiner.

The existing 45mph speed limit for Learner and Restricted Driver currently in place will no longer apply.
Who will the Graduated Driver Licencing rules apply to?
-
It will apply to ALL new learner drivers receiving a Provisional Driving Licence on or after the 1st of October 2026 regardless of their age.
-
Although it is aimed at improving safety for the 17-24 age group, it will apply and help all new drivers moving forwards.
Do you know about the 14 Core Competency Training Modules you MUST complete?
Within the GDL program learners must complete and pass the 14 core competencies listed below prior to applying for and taking a Driving Test. This is to be completed via a dedicated DVA approved app.
Each module must be signed off by:

A Qualified Driving Instructor or...
-
A Supervising Driver (such as a Parent, Guardian or other responsible Adult.)

If you are using your Driving Instructor to approve your completion of these core competencies you will to invite your Driving Instructor to participate via your app/online logbook.
These modules will cover (and these topics are still subject to change):

Moving off, Stopping and Basic Vehicle Control.
-
Steering and Road Positioning.
-
Junctions and Roundabouts.
-
Meeting, Crossing and Overtaking Traffic.
-
Speed awareness and Safe Vehicle Control.
-
Hazard Perception and Forward Planning.
-
Urban and Residential Driving.
-
Rural and Country Road Driving.
-
Dual Carriageway and Higher Speed Road Driving.
-
Night Driving.
-
Driving in poor weather conditions.
-
Manoeuvres (Parking and Reversing).
-
Independent Driving and Decision Making.
-
Risk awareness and Responsible Driving.
The focus will rely heavily on the drivers real world ability, their driving consistency and not just completing lessons.
Here are the key GDL rules at a glance:
-
There will be a minimum period between the issuing of your Provisional Licence and you Driving Test.
-
You will still be required to complete the current Theory and Hazard Perception test.
-
You will be required to complete a Training Logbook to track you lessons and what you have learned.
-
You will be required to display your R plate for an extended period of approx. 24 months.
For the first 6 months, passenger and night-time restrictions apply and a blue ‘R’ plate on a white background must be displayed.
For the following 18 months, the passenger and night-time restrictions do not apply and a white ‘R’ plate on a blue background must be displayed. This will help other road users identify a newly qualified driver and adjust their behaviour accordingly.

The current 45mph speed limit for Learner Drivers will no longer apply.
-
The manoeuvres you will need to learn are likely to change.
There will be night-time passenger restrictions for new drivers under the age of 24:
-
You will only be allowed 1 passenger aged between 14 and 20 in your vehicle and certain times of the day (to be confirmed).
-
There will be exceptions to this rule for family members or other drivers of more than 3 years experience.
A new set of rules will be introduced to allow for training and driving on the Motorway network where:
-
Learners will be able to take part in Motorway Lessons but only when accompanied by an Approved Driving Instructor.
-
Once you have passed your test you will be permitted on the Motorway network and to travel at the National Speed Limit where applicable.
Breaking of the new rules will result in penalty points and fines being applied to your licence:
-
A minimum application of 3 Penalty Points will apply as normal.
-
Fines will be levied of up to £1000.
-
We can assume that the current criteria of 6 penalty points on you licence will result with your licence being suspended as per the current rules. Once you have reached that 6 points you licence will be suspended and you will have to start the process in it's entirety all over again.
What does all this mean for Parents?
The GDL program is designed to give Parents more confidence and peace of mind that their child is:

Properly Trained
-
Mor experienced in real world driving situations.
-
Much safer on the roads after passing their test.
The new regulations will take longer to complete but it does aim to produce better and more responsible drivers.
At the moment these are the guidelines we have access too and are subject to change. We will be reporting back to you as soon as we get any additional information from the Department for Infrastructure and the DVA.
