What's the truth of NI Test Centre Pass Rates?

This story was published today on Belfast Live and it highlights the success rate for 1st time passes for driving test students across Northern Ireland.
The information this reporting tries to confirm is that success in a Driving Test has something to do with a test centre rather than an individuals ability and readiness. If you know anything about your Driving Instructor you will know that their interest is in making you a safe and responsible driver and as such enabling you to pass your driving test. The location of that test has no bearing at all on your success.
I personally have had students contact me and quote stats about test centre pass rates and what nobody ever factors in is why the extra percentage of people fail. If you visit another test centre instead of your local one what do you think your knowledge of the road systems in that area will be like? Don't gauge your success on a test centres. Gauge it on the fail rate and ask yourself why so many do?
There are a huge range of factors in these statistics and they are ones which have been completely glossed over which paints a very wonky picture. Don't believe the story, believe your Instructor and trust their advice on the subject.
